第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年(nian)雙代(dai)會(hui)第(di)一(yi)次會(hui)議(yi),共(gong)收到(dao)提(ti)案表126份(fen),經提(ti)案委員會(hui)專題會(hui)議(yi)審(shen)議(yi)后,歸類整理出64件提(ti)案、31個(ge)意(yi)見和建議(yi)、5個(ge)不立案議(yi)題。

  具體情況(kuang)如下:(一(yi))對符合(he)黨和國家政(zheng)策法(fa)規,學(xue)校(xiao)有條(tiao)件辦理(li)(li),又確(que)實需要(yao)辦理(li)(li)的(de)(de)(de)(de)提案(an)(an)(an),提案(an)(an)(an)委員會(hui)將(jiang)80個議(yi)題(ti)整理(li)(li)合(he)并為(wei)(wei)64個正式提案(an)(an)(an);(二(er))對一(yi)些不(bu)符合(he)立(li)(li)(li)案(an)(an)(an)要(yao)求但有參考價值的(de)(de)(de)(de)提案(an)(an)(an),提案(an)(an)(an)委員會(hui)將(jiang)41個議(yi)題(ti)匯(hui)總整理(li)(li)為(wei)(wei)31個意見(jian)和建議(yi),匯(hui)總后轉送有關(guan)職能部門,逐條(tiao)向提案(an)(an)(an)人(ren)回復;(三(san))對屬于(yu)個人(ren)問題(ti)提案(an)(an)(an)、或提出的(de)(de)(de)(de)問題(ti)正確(que),但已經解(jie)決的(de)(de)(de)(de)提案(an)(an)(an),以及一(yi)時(shi)沒有條(tiao)件解(jie)決的(de)(de)(de)(de),可(ke)向提案(an)(an)(an)人(ren)做出解(jie)釋(shi)的(de)(de)(de)(de)提案(an)(an)(an),則(ze)不(bu)予立(li)(li)(li)案(an)(an)(an)。(四)5個不(bu)立(li)(li)(li)案(an)(an)(an)議(yi)題(ti):第一(yi),關(guan)于(yu)為(wei)(wei)來深探望子女的(de)(de)(de)(de)父母(mu)提供(gong)臨時(shi)住所的(de)(de)(de)(de)建議(yi)。不(bu)立(li)(li)(li)案(an)(an)(an)原因(yin):學(xue)校(xiao)西麗湖校(xiao)區設有招待(dai)所,可(ke)以滿足需求;第二(er),關(guan)于(yu)建議(yi)學(xue)校(xiao)為(wei)(wei)各二(er)級學(xue)院單(dan)位配備(bei)急救箱(xiang)的(de)(de)(de)(de)提案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原因(yin):急救工作涉(she)及面廣,針對性強,需要(yao)有資質的(de)(de)(de)(de)醫護人(ren)員正確(que)規范操作,建議(yi)將(jiang)突發情況(kuang)及時(shi)報告(gao)醫務室(shi)或校(xiao)外(wai)醫療機構處置;第三(san),關(guan)于(yu)清理(li)(li)辦公室(shi)毀壞桌(zhuo)椅的(de)(de)(de)(de)提案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原因(yin):無明確(que)地點;第四,關(guan)于(yu)修剪學(xue)校(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原因(yin):屬于(yu)明喆物業綠(lv)化(hua)管理(li)(li)日常工作;第五,關(guan)于(yu)校(xiao)門增加(jia)校(xiao)區標(biao)識,設計考慮(lv)建筑風水的(de)(de)(de)(de)提案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原因(yin):不(bu)符合(he)一(yi)事(shi)(shi)一(yi)議(yi)原則(ze),其中一(yi)事(shi)(shi)提法(fa)亦不(bu)妥當。

  二、提案受理情況

  在落(luo)實提(ti)案辦理的(de)(de)過程(cheng)中,學校工會多次召開提(ti)案工作委(wei)員會會議,及(ji)時與有關(guan)的(de)(de)職能部(bu)門進行(xing)溝(gou)通,完(wan)成提(ti)案處理落(luo)實工作。

  64件(jian)提案涉及到教(jiao)學、科(ke)研、學生、人事、行政教(jiao)輔、生活服務及其(qi)(qi)它等(deng)(deng)7個(ge)方(fang)面(mian)。其(qi)(qi)中“(一)制作佩(pei)戴校徽;(二(er))開設(she)“書院(yuan)論壇”;(三)推進解決教(jiao)職工集(ji)資款;(四)進一步(bu)完善校園無(wu)線網絡覆(fu)蓋;(五(wu))新(xin)增校區電(dian)瓶車(che)、方(fang)便師生員工出行”等(deng)(deng)5件(jian)提案確定(ding)為(wei)2013年(nian)度(du)學校為(wei)教(jiao)職工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員會(hui)是雙代會(hui)提(ti)案落(luo)實的最基(ji)本的工(gong)作組織。本著“提(ti)醒重視(shi),溝通交流,推(tui)動進程”的工(gong)作原則,對與(yu)多部(bu)門相關的提(ti)案,注(zhu)重組織協調;對常(chang)規提(ti)案,逐一(yi)(yi)跟蹤檢查(cha)。一(yi)(yi)年來,在校分管領(ling)導(dao)(dao)的指導(dao)(dao)、各部(bu)門支(zhi)持、以及全體委員和校工(gong)會(hui)共同努(nu)力(li)下,較好地履行了(le)職責(ze),順利地完(wan)成(cheng)了(le)工(gong)作任(ren)務。

  1.做(zuo)好提案宣傳工(gong)作,使廣大教(jiao)職工(gong)和(he)雙代(dai)會(hui)代(dai)表(biao)加深對提案價值(zhi)的認識:即提案是(shi)雙代(dai)會(hui)廣泛聯系群(qun)眾、集中群(qun)眾智慧、吸引教(jiao)職工(gong)參與(yu)學校(xiao)民主(zhu)(zhu)管理和(he)民主(zhu)(zhu)監(jian)督(du)的一個重要途徑。

  2.保證提(ti)案調(diao)研時間。嚴(yan)格執行雙(shuang)代會相關規定,督促代表樹立群眾(zhong)意識,平時注意群眾(zhong)反映,為(wei)提(ti)案準備信息(xi)資源,及時反映教(jiao)職工的意見(jian)和建議。

  3.準確把握提案(an)的立(li)案(an)。凡(fan)是(shi)按要求提交(jiao)的提案(an)表,原則上都予以(yi)立(li)案(an)。對于沒有立(li)案(an)的提案(an),即使是(shi)個案(an)或建(jian)議,本(ben)著實(shi)事求是(shi)的態度認真對待和處理。

  4.不斷提高提案辦理(li)的質量。一(yi)是規范提案辦理(li)的程序;二是加(jia)大督(du)辦的力度,跟蹤落(luo)實(shi),確(que)保能解(jie)決的問題及時(shi)解(jie)決。一(yi)些因(yin)客觀原因(yin)一(yi)時(shi)做不到(dao)的,則做好解(jie)釋工作,真正(zheng)做到(dao)案案有(you)回音,件件有(you)交待。

  5.推動(dong)承(cheng)辦(ban)單(dan)位(wei)實施“一把手(shou)”工程(cheng),確保交出滿(man)意“答卷(juan)”。在(zai)提(ti)案(an)(an)辦(ban)理過(guo)程(cheng)中,絕大(da)多數承(cheng)辦(ban)單(dan)位(wei)一把手(shou)親(qin)自負(fu)責,親(qin)自過(guo)問,從(cong)嚴(yan)要(yao)求、從(cong)快辦(ban)理,表現出對學校事業(ye)高度負(fu)責的(de)態度。人(ren)(ren)事處承(cheng)辦(ban)提(ti)案(an)(an)14件(jian)(jian)、意見和(he)(he)建(jian)議5個;后勤(qin)基建(jian)處承(cheng)辦(ban)提(ti)案(an)(an)11件(jian)(jian)、意見和(he)(he)建(jian)議12個。此類提(ti)案(an)(an)大(da)多是民生話題(ti),直接(jie)(jie)關系到師生員(yuan)工的(de)切身利益(yi)。在(zai)接(jie)(jie)到提(ti)案(an)(an)后,兩(liang)個部門負(fu)責人(ren)(ren)分別(bie)帶領有關人(ren)(ren)員(yuan),認真分析原因,限時辦(ban)理,并加強與提(ti)案(an)(an)人(ren)(ren)溝(gou)通,爭取提(ti)案(an)(an)人(ren)(ren)的(de)理解和(he)(he)支持。

  至2013年底,在(zai)(zai)各承辦部(bu)門的(de)大力支持和配合(he)下,已全部(bu)答復提(ti)案人。承諾為教(jiao)職(zhi)員工辦的(de)年度5件實事中,書院(yuan)論壇開(kai)始運(yun)作;電瓶車(che)新(xin)增了3輛;校(xiao)徽在(zai)(zai)進(jin)(jin)一(yi)(yi)步的(de)改進(jin)(jin);校(xiao)園無線網絡在(zai)(zai)進(jin)(jin)一(yi)(yi)步的(de)完(wan)善;教(jiao)職(zhi)工集資款這一(yi)(yi)歷史遺留問題(ti)正在(zai)(zai)處理中,學(xue)校(xiao)一(yi)(yi)如(ru)既往積極與上海思(si)(si)博(bo)職(zhi)業技術學(xue)院(yuan)聯系,責成(cheng)校(xiao)內有(you)關公(gong)司按公(gong)司法(fa)(fa)合(he)法(fa)(fa)、合(he)理、合(he)情地予以解決。3月(yue)20日,上海思(si)(si)博(bo)職(zhi)業技術學(xue)院(yuan)黨政主要領導帶隊來校(xiao)尋求解決途(tu)徑。我們將繼續跟蹤推(tui)進(jin)(jin),確保教(jiao)職(zhi)工的(de)合(he)法(fa)(fa)權(quan)益(yi)。

  綜(zong)上所述,上次會議64件(jian)提案中,不(bu)宜(yi)采用(yong)和難(nan)以落(luo)(luo)實的共10項,占(zhan)(zhan)15.6%;其余(yu)54件(jian),已經落(luo)(luo)實和正在(zai)落(luo)(luo)實的48件(jian),占(zhan)(zhan)75.0%;還有正在(zai)論證,經過努力可(ke)以完成的6件(jian),占(zhan)(zhan)9.4%。

  提(ti)(ti)(ti)案委員(yuan)會向(xiang)提(ti)(ti)(ti)案人發出《提(ti)(ti)(ti)案反饋意(yi)(yi)見評(ping)(ping)價表》,對職能部門承辦(ban)的64個(ge)(ge)提(ti)(ti)(ti)案給出“滿(man)意(yi)(yi)”、“不滿(man)意(yi)(yi)”、“無所(suo)謂”的評(ping)(ping)價意(yi)(yi)見。統(tong)計結果為:2個(ge)(ge)提(ti)(ti)(ti)案被(bei)評(ping)(ping)“無所(suo)謂”,5個(ge)(ge)提(ti)(ti)(ti)案被(bei)評(ping)(ping)“不滿(man)意(yi)(yi)”,57個(ge)(ge)提(ti)(ti)(ti)案都(dou)被(bei)評(ping)(ping)為“滿(man)意(yi)(yi)”,提(ti)(ti)(ti)案反饋意(yi)(yi)見的滿(man)意(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工作與過去(qu)相(xiang)比(bi)有進步,但仍(reng)然(ran)存(cun)在一些問題和不足。

  1.個別提案承辦部(bu)門對所辦理(li)的提案重視程度不(bu)夠,辦理(li)過程拖拉(la),辦理(li)質量不(bu)高。

  2.雙(shuang)代會代表(biao)提案(an)工作水平(ping)有待提高,特別是提案(an)撰寫比較(jiao)集中民生(sheng)福利(li),而對學(xue)校(xiao)發展大局關注度不夠。

  針對存(cun)在的(de)(de)問題,我們提(ti)出改進(jin)工作的(de)(de)措施(shi):(1)加強與提(ti)案承辦部門溝通,提(ti)升他們對提(ti)案落(luo)實工作重要性(xing)的(de)(de)認識;(2)在可能的(de)(de)條件下(xia),對雙代(dai)會代(dai)表進(jin)行(xing)提(ti)案方面的(de)(de)培訓學習,提(ti)高提(ti)案工作水平。

  第(di)一,鄭永森、張臻(zhen)、蘇文(wen)(wen)代表(biao)提出的(de)“開設‘書院(yuan)講壇’,推進(jin)書院(yuan)制改(gai)革和文(wen)(wen)化育人(ren)工(gong)作(zuo)(zuo)”;第(di)二,麻小(xiao)紅、魯林(lin)華、施蓓、朱方(fang)來、鮑薇薇、邱浩、肖景文(wen)(wen)、王群、張雷代表(biao)提出的(de)“公(gong)布學校(xiao)教師集(ji)資款運營狀(zhuang)態”;第(di)三,郭剛、吳鋒、余菲(fei)、李放、尹向東、陳燕(yan)代表(biao)提出的(de)“將無線(xian)網絡覆(fu)蓋整個校(xiao)區”;第(di)四,袁述義(yi)、楊燕(yan)云、文(wen)(wen)小(xiao)龍(long)代表(biao)提出的(de)“制作(zuo)(zuo)佩(pei)戴(dai)校(xiao)徽”。

  2013年度2個“提案承辦先(xian)進單位”分別是(shi)人(ren)事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校《教(jiao)職工代(dai)表大會(hui)工作(zuo)細則》和工會(hui)的(de)有關規定,校工會(hui)于(yu)今年3月初向(xiang)學(xue)校提(ti)交了“關于(yu)召開第五屆(jie)教(jiao)代(dai)會(hui)暨第六屆(jie)工代(dai)會(hui)第二次會(hui)議的(de)請示”,并于(yu)3月14日得到校黨委批(pi)復,啟(qi)動大會(hui)的(de)籌備程(cheng)序,給各分工會(hui)發(fa)(fa)出了向(xiang)代(dai)表征集提(ti)案(an)(an)的(de)通(tong)知。代(dai)表們圍繞(rao)學(xue)校發(fa)(fa)展(zhan)、人(ren)事制度改(gai)革以及教(jiao)職工所關心的(de)問題,認真思考,深入調(diao)研,廣泛聽取意見(jian),負(fu)責任(ren)地提(ti)交每一個提(ti)案(an)(an)。

  截(jie)至3月25日,本次雙(shuang)代會(hui)共收到99份(fen)提(ti)案表(biao)(見附(fu)件(jian)2)。分為教學(xue)、科研、學(xue)生、人事、行政教輔、生活服(fu)務及其(qi)它等方面(mian)。會(hui)后,提(ti)案工作(zuo)委員(yuan)會(hui)將本著務實革新(xin)精神,對代表(biao)們提(ti)出的提(ti)案進行歸類整(zheng)理,認真討(tao)論研究是否立案,同(tong)時送(song)校領導批(pi)示,提(ti)交相關職能(neng)部門落(luo)實辦理。
